Elected bishop of Gravelbourg, July 3, 1930.

Consecrated, September 11, 1930, Ottawa, by Joseph-Guillaume-Laurent Forbes, archbishop of Ottawa. 

Promoted to metropolitan see of Québec, December 11, 1931.

Cardinalate
Created cardinal priest, March 13, 1933.

Received red hat and title of S. Maria degli Angeli, March 16, 1933. 

Papal legate to National Eucharistic Congress, Quéec, May 31, 1938. 

Participated in conclave of 1939. 

Papal legate to dedication of Sainte-Joan d'Arc's basilica, Domrémy, France, June 15, 1939.
